Report: Failures in Wuhan Lab Biohazard Waste Disposal Preceded COVID-19 Outbreak

A New Atlantis investigation by Dan Silver, reported by The Defender, documented multiple failures in biohazard waste disposal systems at the Wuhan Institute of Virology (WIV) and the Wuhan Center for Disease Control and Prevention (Wuhan CDC) in the months before the Wuhan coronavirus (COVID-19) pandemic began, according to the published report ^[1].

Silver examined Chinese government records, procurement contracts, regulatory notices and state media reports. The evidence does not prove that the virus leaked from a laboratory, Silver wrote, but it shows the laboratory system was operating under “unusual strain.”

Earlier accounts described U.S. inspectors finding construction crews renovating the WIV’s hazardous waste treatment system and a central air conditioning system that had never properly functioned, according to U.S. Health Secretary Robert F. Kennedy Jr.’s book “The Wuhan Cover Up” ^[2]. The book said the poor air circulation left viral particles suspended in the air and therefore more likely to escape and infect lab workers.

Two Fires Disrupted Hubei’s Hazardous Waste Disposal Network in May 2019

On May 12, 2019, a fire destroyed warehouses at Wuhan Beihu Yunfeng Environmental Protection, the WIV’s waste disposal contractor. Firefighters spent more than eight hours battling the blaze and returned the following day after a second fire broke out, according to the investigation ^[1].

On May 21, 2019, a second fire occurred at Hubei Tianyin Environmental Protection, approximately 140 miles from Wuhan. That incident was attributed to a chemical reaction involving stored laboratory waste, the report stated. The two incidents left only one licensed contractor for hazardous waste category HW49, located about 190 miles from Wuhan, according to the investigation.

Wuhan CDC Stored Hazardous Waste for 25 Years, Records Show

Procurement documents cited in the investigation show that hazardous waste had been stored at the Wuhan CDC since 1994. The stored hazardous waste eventually reached nearly two metric tons despite Chinese law prohibiting storage beyond one year, according to the report.

A June 2019 procurement notice acknowledged that the stockpile represented “hidden safety concerns,” the report stated. The remaining licensed contractor was assigned to remove the waste before the Wuhan CDC relocated near the Huanan Seafood Market in early December 2019.

Field Researcher Reported Inadequate Protective Equipment During Bat Sampling

Tian Junhua, a Wuhan CDC researcher, was shown in a video wearing thin gloves and a surgical mask while handling bats, equipment that many biosafety experts would consider inadequate, according to the investigation. Junhua admitted that he forgot personal protective equipment and that he was splattered with bat blood, the report stated.

Biological samples collected during fieldwork likely were returned to the Wuhan CDC for analysis and may have entered the laboratory waste stream the agency struggled to dispose of, according to the report. Biosafety experts privately questioned risks taken with coronavirus research at biosafety level-3 laboratories, including in Wuhan, according to emails cited in Kennedy’s book “The Wuhan Cover-Up” ^[3].

Investigators Urged to Examine Waste Disposal Records in Origins Inquiry

The World Health Organization‘s February 2021 investigation into the origins of COVID-19 made no mention of the Wuhan CDC’s hazardous waste violations or the disruptions to Hubei Province’s waste disposal network, Silver noted. He argued that the records deserve greater scrutiny.

Silver wrote, “The significance of these events is not primarily about attribution or blame. It is about systemic fragility.” He concluded: “The complete story has yet to be told” ^[1].

Earlier disclosures have pointed to official concern about the Wuhan labs. A 2020 U.S. Department of State memo stated, “Origin of the outbreak: The Wuhan labs remained the most likely but least probed” ^[4]. A Defense Intelligence Agency analysis pointed out that the WIV was highly capable of genetic manipulation and that the genome of the coronavirus strain that caused COVID-19 is “consistent with the hypothesis” that it was “a lab-engineered virus” that “escaped from containment,” according to documents obtained by U.S. Right to Know ^[5].

Meanwhile, a Senate report concluded that COVID-19 likely resulted from an accidental leak at a Wuhan laboratory ^[6]. Former Centers for Disease Control and Prevention Director Dr. Robert Redfield testified during a March 8 hearing of the House Subcommittee on the COVID-19 Pandemic that the virus was likely the result of gain-of-function research ^[7].
