According to an Aug. 20 CDC document, the ACIP’s COVID-19 Vaccine Work Group will examine multiple aspects of the vaccines, ranging from their safety and effectiveness to lingering concerns about the persistence of vaccine components such as messenger ribonucleic acid (mRNA), spike protein, and lipid nanoparticles.

CDC Advisory Committee Launches Review of COVID-19 Vaccines

The committee will also assess serious adverse events potentially linked to vaccination.

The findings will inform updated CDC recommendations on COVID-19 vaccination. The group will consult with internal CDC experts, the Food and Drug Administration (FDA), and outside scientists before making policy decisions.

Leadership and Membership

Retsef Levi, professor of operations management at the Massachusetts Institute of Technology, has been appointed chair of the work group. In a statement, Levi emphasized that his goal is to ensure decisions are based on sound science and evidence while prioritizing patient health and safety. Levi has previously expressed strong concerns about the safety and effectiveness of Pfizer and Moderna’s mRNA vaccines and has publicly called for their suspension. Neither Pfizer nor Moderna have commented on the CDC review.

Other members of the group include Dr. Robert Malone, a vocal critic of aspects of mRNA vaccine technology, and Dr. James Pagano. The full roster of members has not yet been disclosed. The CDC document notes that members are selected for their professional and scientific expertise, but going forward, CDC employees will no longer be permitted to serve as voting members, though they may still present data to the panel.

Policy Shifts and Broader Context

This review marks a significant shift in U.S. public health policy under Health Secretary Robert F. Kennedy Jr. Earlier this year, the CDC—under his direction—stopped recommending COVID-19 vaccination for healthy children and pregnant women, reversing long-standing guidance that urged nearly universal vaccination for people six months and older. Kennedy also removed all former ACIP members, appointing new figures such as Levi and Malone to reshape the committee.

The new work group’s mandate suggests an openness to re-examining fundamental assumptions about COVID-19 vaccines. While the CDC continues to affirm that vaccination protects against severe illness, hospitalization, and death, it now acknowledges the need for deeper study of safety, booster impacts, and potential long-term biological effects.

Next Steps

The ACIP general meeting is expected in late August or September, with another scheduled for October 22–23. Committee members and observers suggest the timeline may be slow, but they stress that the review represents meaningful progress toward addressing unresolved questions about COVID-19 vaccination policy.
